Coalitions of DUI Victim Impact PanelsWashington State Coalition of DUI Victim Panel Programs:In 1984, the first Victim Panel was held in Washington State in the NE King Co. District Court with the support of Judge David Admire. By 1992 there were seven Victim Panels in Washington State and Senate Bill 6295 was passed in 1992. This bill added a new section to RCW 46.61 (penalties for driving or being in physical control of a motor vehicle under the influence of intoxicating liquor or drugs). The new section enabled the court to require a person convicted under 46.l6 to attend an educational program focusing on the suffering of DUI victims. Over ten years ago, the group of DUI Victim Panel Coordinators met and drafted the first Minimum Standards for DUI Victim/Survivor Panels.
